Mobility pass and additional education accreditation structures

Europass Mobility (Europass Mobility) is a standard European document containing a detailed account of the period of time that people of any age, educational level and professional status, spent on education in another European country (system indicating experience in international education): European Union (UE) / Europe Free Trade Zone (European Free Trade Area - EFTA) / European Economic Area (European Economic Area - EEA). Each entry on Europass Mobility reflects the content and results of re-training in terms of competence and skills sufficient to engage in this type of professional activity, or the content and results in terms of academic achievement (at the end of the educational program).

In accordance with the explanation given by Carlo Skatole - head of sector qualifications of the European Commission's Directorate for Education and Culture, given the fact that Ukraine is not a member of the EU and EEA, and, consequently, a full participant in the program «Europass», Diploma Supplement is a key international document the mobility of the Ukrainian citizens, academic and professional recognition of their education.

Thus, the European Union legally and organizationally does not accompany the introduction of a number of documents in the Europass countries outside the EU and, therefore, not a full member of Europass system. However, it should be noted that a key objective of the European Community in the functioning of the European area of higher education, international mobility, the holders of educational qualifications and objective assessment of the quantity and quality of knowledge, is not discrimination against states and their citizens in any form, depending on the territorial and political status of any country. On the contrary - the problem lies in the fact that the Bologna process was initially focused on the EU, and therefore a number of tools (including - documentary), is not still adapted for use outside of a United Europe, and formally inaccessible to all Bologna process participants.

Not available - does not mean that the introduction of such instruments (documents) is fundamentally impossible. However, it is not only possible but necessary. The main thing is - to make the introduction of organized, unified and standard as perceived in Europe. The more qualitative the process of implementation will the more effective instruments for achieving these objectives will be used, as well as the more profound will it be implemented by national societies around the additional funds to ensure transparency in education and its proper assessment, so would achieve major objectives of the Bologna process.

That is why a smooth and uniform implementation of the process that’s designed in accordance with European standards should be ensured, documentary instruments of international academic and professional mobility, will be fully welcomed  in a United Europe.

That is why the Ukrainian National Academic Union, based on the status of the European expert in the field of international education, establishes and implements project "Ukrainian international passport of academic and professional mobility. European standard Europass" - "The Ukrainian international passport of the academic and professional mobility. The European standard Europass .

This document, prepared by the standard Europass Mobility, and will contain records of all periods of training a person, scope and results of the academic load, to assess the quality of education and the acquisition of qualifications. Ukrainian version of the Europass Mobility will be issued under the auspices of the Academic All-Ukrainian Union and the National Bologna Center of Ukraine, in a single organ of the press in protected forms of strict accountability. This document will also be different because there are fixed periods of study completed on the territory of Ukraine and abroad. Ukrainian international passport of academic and professional mobility initially (with the introduction of the first record) will be issued at the request of the graduates of accredited high schools, as well as accredited institutions of additional (further) education. Nevertheless, under the first number entered in the passport will be data on the period of study in high school. Filled in the passport will be in two languages - Ukrainian and English. Filling the passport carried by European standards by specially trained persons. Those who do not obtain a passport at the end of high school, at any time be able to design it up to the passage of an accredited program of postgraduate education. At the request of an interested person, the organization of additional education, upon application to the passport data on course work and its results can be made to document details also on the previous period of study in other organizations - by virtue of the original educational documents.

Higher education institutions and the structure of additional education, passing the accreditation of academic All-Ukrainian Union and the National Bologna Center of Ukraine, get passport blanks mobility in the amount indicated in their application.

The introduction of passport to mobility in Ukraine will make the national educational resources are not only understandable outside the country, but also allow domestic and foreign employers to objectively and comprehensively assess the qualification levels of specialists and accessible to the Ukrainian school system, higher and postgraduate education can be represented as a continuous cycle of education.
